DOMINIC LAWSON speaks to UK families who lost people to suicide over gambling addiction
By Dominic Lawson for the Daily Mail. Over the past few years, I have written a multitude of columns for the Mail about the pernicious growth of the gambling culture in the UK. This social disaster stems from the Blair Government's decision to allow the nation's bookmakers to infest our High Streets with fixed-odds betting terminals a sort of turbocharged electronic roulette and gambling firms to advertise on television. I warned that this rapidly growing industry is most pernicious when it uses football to hook teenagers into a gambling habit.
That is what's happening right now, with almost every World Cup game broadcast on ITV punctuated with ads luring the nation's youth into what seems a harmless diversion, yet which can lead to debt, despair and desolation. But I understated it. I should have added that self-destruction can be the result, too. And self-destruction of the most literal and brutal sort — suicide.

A loan shark is a person or body who offers loans at extremely high interest rates usually without holding relevant authorization from the local financial regulator illegally. Unfortunately, an unintended consequence of poverty alleviation initiatives can be that loan sharks borrow from formal microfinance lenders and lend on to poor borrowers.
Historically, many moneylenders skirted between legal and criminal activity. In the recent western world, loan sharks have been a feature of the criminal underworld.
In late 19th-century America, the low legal interest rates made small loans unprofitable, and small-time lending was viewed as irresponsible by society. Banks and other major financial institutions thus stayed away from small-time lending.
There were, however, plenty of small lenders offering loans at profitable but illegally high interest rates. They presented themselves as legitimate and operated openly out of offices. They only sought customers who had a steady and respectable job, a regular income and a reputation to protect. This made them less likely to leave the area before they paid their debt and more likely to have a legitimate reason for borrowing money. Gamblers, criminals, and other disreputable, unreliable types were avoided.
They made the borrower fill out and sign seemingly legitimate contracts. Though these contracts were not legally enforceable, they at least were proof of the loan, which the lender could use to blackmail a defaulter. To force a defaulter into paying, the lender might threaten legal action. This was a bluff, since the loan was illegal. The lender preyed on the borrower's ignorance of the law.
Gambling in the Philippines has been present since the sixteenth century, and is still prevalent in the country today. Currently, it takes on various legal and illegal forms found almost all over the archipelago. The government handles gambling through the Philippine Amusement and Gaming Corporation PAGCOR which aims to regulate and operate games of chance, and to generate government funds, but there are also several other public and private agencies that handles specific forms of gambling.
The Philippines has more casinos than Macau, with twenty found in Metro Manila alone. Even before the Spanish colonization.
Although there are no exact records when gambling was first practiced in the archipelago, it is possible that some forms were introduced by the Chinese in the late sixteenth century. Due to the proximity of the two countries, many local Chinese would go to the Philippines for business and profit, engaging in different trades and activities.
During the Spanish occupation, gambling became institutionalized in the forms of cockpits, card parlours, billiard halls, and the like. Around the early to midth century, lotteries and horseracing had been introduced.
Casinos had also been established at that time. Due to its detrimental effects, the colonial government took steps to suppress these activities, but this had little effect and by majority of the 19th century, this had become a national phenomenon. Cockfighting, in particular, was a favorite past time in the Philippines. Nearly every village had its own cockpit, and the activity had its own system for how it is to be played, as well as the fees paid, days performed, and others.
